双向充电功能在新款电动汽车上正在逐渐兴起。目前,美国已有至少21款车型①搭载了这一双向充电功能,这将使越来越多的消费者从中受益。据福特公司介绍,其F-150 Lightning车型所配备的智能备用电源系统②能够在停电时为家庭提供3到10天的电力。此外,电动汽车车主还可以在电价高峰时段利用自己的电动汽车为家中供电,从而节省电费开支③。展望未来,当大多数电网用户都拥有了电动汽车,我们能够获得哪些收益呢?
随着电动汽车的普及,电网能源需求也会随之增长。不过,电动汽车带来的能源需求增量其实远低于大众的预期。加州是美国人均电动汽车拥有数量最多的地区,平均每10万居民中拥有3026辆电动汽车④,但目前电动汽车在高峰时段的能耗需求仅占电网总负荷的不到1%⑤。此外,按照加州能源委员会的预测,即使到2030年加州的电动汽车增至500万辆以上,电动汽车的能量需求也将仅占电网负荷总量的不到5%⑥。
根据“消费者报告网站”的估算⑦ ,如果到2050年美国所有轻型车都是电动汽车的情况下,仅需每年增加1%的电力产能即可满足电动汽车带来的额外能耗需求。这一增长水平低于美国过去70年3.2%的历史年均增长率,但确实会扭转美国的电力需求发展趋势,得益于各类产品能效的提升(例如将白炽灯泡更换为LED灯泡),美国的电力需求在过去20年中一直趋于平稳⑧。目前,美国正在筹划新的清洁能源项目来满足预期的能源需求,但由于电网互联和电力传输线路容量方面的瓶颈,这些项目暂处于停滞不前的状态⑨;反过来,输配电方面的瓶颈也限制了从发电源头传输至本地社区的电量。不过仍可以利用一些技术措施(例如,用先进材料替换现有电力线路的“重新导线”技术⑩)来对现有传输线路进行重设,预计到2035年,新技术将使电网传输容量提高四倍,同时为公众节省大量成本。
2024年5月,美国联邦能源监管委员会出台了相关规定⑪,要求电网传输供应商进行长期规划并投资,以满足未来的电力传输需求。目前,美国政府已设定目标⑫将对10万英里电网传输线路进行现代化升级,并宣布将投资超过300亿美元用于扩展电网,同时进行管理改革,以加快环保审核和简化电网传输线路建设项目的批准许可流程。
电网建设是为了支持峰值负荷需求,以避免停电。负荷峰值有两种类型:总负荷峰值指的是一天中电力需求的最高总量,而净负荷峰值则指的是在考虑可再生能源发电后的最高电力需求。
在加州,总负荷峰值通常出现在下午晚些时候和傍晚⑬。而净负荷峰值则随着太阳能发电在日落时逐渐减少而出现在总负荷峰值时段内。由于多数车辆在一天的大部分时间里都处于停放状态,所以可以利用电动汽车来帮助平衡电网的供需。具体而言,电动汽车通常在夜间时段进行充电,这时电力需求和供电成本最低。为了鼓励电动汽车用户在非高峰时段充电,许多公共电力公司会提供分时电价⑭,在夜间提供更低的电价。电动汽车用户在分时电价下充电可以提升夜间电网利用率,从而为电力公司带来收入⑮。根据最新的研究估算,新泽西州⑯和弗吉尼亚州⑰的电动汽车用户分别为电力公司贡献了8530万美元和1810万美元的收入,远超电力生产成本。
智能电网可以优化和补充可用能源,结合充电需求管理和车辆与电网之间的双向输送技术(V2G技术)⑱,可以帮助减少电网压力,避免不必要的电网投资,从而降低所有用户的电力成本⑲。充电需求管理是在消费者同意的前提下进行的,可以让公共电力公司远程调整电动汽车充电时电力供应量,从而保障能源需求始终低于电网基础设施的承载能力,避免电网停电,同时确保车辆在早晨之前充满电。而V2G技术则是允许插电式电动汽车在电力需求高峰期将电能反输至电网,从而减少电网停电风险。要想将上述这些解决方案结合到电网系统中,需要投资安装智能电表⑳,以便实时监测能源需求,并据此优化能源分配。此外,由于各地电动汽车的普及速度有所不同,监测能源需求还将有助于提前规划电网升级的位置。在目前美国政府的“现代电网部署计划”㉑下,已有20多个州承诺将与联邦政府合作,加速部署现代电网技术(如智能电表),以确保电网系统能够有力支持车辆电动化转型及未来的其他能源需求。
根据加州公共事业委员会和电网数据分析公司KEVALA的评估㉒,对加州配电系统进行升级以支持日益增多的电动汽车的成本可能在150到500亿美元之间,这取决于消费者对“充电需求管理计划”的参与度。鉴于这一成本范围较大,公共电力公司很有必要让当前和未来的电动汽车用户充分了解“充电需求管理计划”及“分时电价方案”,并且在这些方案下确保充电设施操作简单且自动化。
